OpenAI expands partnership with Oracle to bring its apps to ChatGPT

Oracle putting its business apps inside ChatGPT is a bet that the chat window becomes the front door to enterprise software, and that's a bigger shift than it looks.

Why it matters

OpenAI and Oracle are bringing Oracle applications and data into ChatGPT, while Oracle builds new products on OpenAI models. The centerpiece is Oracle AI Workspace, meant to let employees describe a task, pull information from finance, procurement and planning systems, and complete approved workflows in one place.

Oracle also announced a security offering using OpenAI cyber models, a small-business bundle, and an app-building tool tied to Codex. U.S. Oracle customers can now buy OpenAI's API, Codex and ChatGPT Work through Oracle Marketplace with existing credits. That last piece is quiet, but it removes a real procurement hurdle.

From the desk

We read this as a fight over the front door. For decades, enterprise software meant learning each application's screens and menus. If people can just ask ChatGPT what's left before month-end close and get an answer stitched from several Oracle systems, the interface layer moves to the AI, and the applications become plumbing. That is genuinely useful. Plenty of employees never touch the software that runs their company because it's too hard to use.

Oracle's own numbers give the pitch some weight. It reports 130,000 active ChatGPT users and more than 95,000 active Codex users internally, and says its recruiting team cut market-research prep from two to four days to 15 to 20 minutes. That's the vendor grading its own homework, but it's a concrete claim, not a vibe.

The risk lives in the phrase both companies keep returning to: permissions and approvals. Pulling finance, procurement and planning data into one conversational window is powerful precisely because it collapses boundaries. If access rules are misconfigured, the same convenience becomes a fast path to data people shouldn't see or actions they shouldn't take. We'll take the governance promises seriously when we see how they work in practice, not in a launch post.

The security piece deserves its own look. Oracle AI Security Mesh uses OpenAI cyber models to find and fix vulnerabilities, with Oracle running the testing infrastructure within an authorized scope. That's the right shape for dual-use tools: managed, scoped, logged. But these same capabilities could cut the other way if the guardrails slip.

Where this leads if it scales: a handful of AI platforms sitting between workers and every system they use. That's efficient. It's also a new kind of concentration, and enterprises should negotiate portability now, while they still have leverage. Note too that much of this is described as in development; the intended experience is not yet the shipped one.

Context

This expands an existing commercial relationship spanning the OpenAI API, ChatGPT Work and Codex. The new Oracle App Composer is designed to let teams build apps with Codex and other AI tools, connect them to approved Oracle data, and deploy on Oracle Cloud Infrastructure with company access controls.

Who feels it

Enterprises on Oracle
Employees may soon reach Oracle data through ChatGPT; permission mapping and audit trails need to be ready before rollout, not after.
Small businesses
The SMB bundle pairs ChatGPT Business and Codex with Oracle apps and cloud credits, lowering the entry cost to AI-assisted operations.
Security teams
Managed access to frontier cyber models could speed vulnerability fixes, provided scope limits are enforced.
Procurement
Buying OpenAI through Oracle Marketplace with existing credits shortens approval cycles for U.S. customers.

What to watch

  1. When Oracle AI Workspace actually ships in ChatGPT, and which applications are included first
  2. How permissions and approvals are enforced when one chat spans multiple Oracle systems
  3. Whether other major enterprise software vendors strike similar deals or build rival front doors
  4. Early customer results from Oracle AI Security Mesh
