Meta’s Generative Ads Model (GEM): Scaling the Central Model and Compute Engine for Frontier Ads AI
Oct 13, 2026, 9:01 AM · Meta Engineering

Meta’s GEM ads foundation model moves to one cross-surface brain—claiming 18.9% conversion and 12% CTR lifts while training at nearer-LLM scale.
Why it matters
Meta Engineering describes the 2026 generation of its Generative Ads Model (GEM) as shifting from per-domain optimizations on Facebook, Instagram, and Reels to a single central foundation model that learns across Meta’s ads surfaces and objectives. Meta says GEM delivered 18.9% conversion improvement and 12% ad click-through rate improvement across surfaces and objectives, plus additional conversion uplifts on Facebook, Instagram, and off-site conversions for targeted users over the past year.
Technical themes include Kunlun, an LLM-style architecture co-designed with latest GPUs enabling about 2.5x model complexity growth; LoopFM and Solaris for transferring GEM intelligence to user-facing models without full real-time candidate evaluation; unified click/conversion prediction across surfaces; and a training stack that scales total training FLOPs by 4x while doubling end-to-end efficiency to roughly 20–25% MFU across thousands of GPUs.
From the desk
Ads is where Meta’s AI budget has always had a P&L. GEM is the company saying recommendation can scale like LLMs if you invent the right architecture and distillation tricks—and then proving it with advertiser outcome percentages.
Those percentages are Meta-reported and company-wide enough to move revenue narratives. Advertisers should ask for geo- and vertical-level cuts, not only blended lifts. A central model that jointly predicts across surfaces may improve cold-start conversions; it also concentrates failure modes—one bad representation pollutes more auctions.
Technically, bending RecSys scaling laws toward transformer behavior is the ambitious claim. Kunlun, block attention, and MoE-style cross-interaction are credible engineering responses to heterogeneous features. LoopFM’s promise—more intelligence transfer at no extra serving latency—is the productized heart: giant upstream brain, cheap downstream decisions.
We’re watching GEM as both an ads story and a template. If RecSys foundation models truly scale like LLMs, every large consumer platform will copy the pattern—and user autonomy features like Your Algorithm will be negotiating with a much smarter ranking core.
Context
Large platforms are rebuilding ads and feed ranking around foundation-scale models inspired by LLM training, then distilling them into latency-safe serving systems.
Who feels it
- Advertisers
- Potential efficiency gains; also less transparency into a more centralized ranking brain.
- Meta users
- More precisely matched ads—and a more powerful optimization loop around attention.
- Competing ad platforms
- Pressure to match cross-surface foundation-model approaches.
- ML systems community
- Public details on RecSys scaling and GPU MFU at Meta scale are rare and influential.
